About this dataset
The poverty incidence among the population of the Philippine Statistics Authority: its official estimate for 2023 for every region, province and highly urbanized city, from its Family Income and Expenditure Survey, with its standard error, coefficient of variation and 95% confidence interval; and its small area estimate for 2021 for every other city and municipality, a model estimate with its coefficient of variation, 90% confidence interval and the PSA's own rating of its reliability. Each figure says which it is, and where the PSA asks for caution, the page says so.
How the figures were made: A household survey (the official estimate) and a statistical model joining the survey with the census (the small area estimate), both by the PSA.
What Scene adds: Nothing. The figures are the source's, as it publishes them.
What it holds
- Poverty incidence
- The share of the population in families whose income is below the poverty line, in percent.
- Range
- The PSA's confidence interval for the estimate: 95% for the official estimate, 90% for the small area estimate.
- Poverty line
- What a person needs in a year for food and other basic needs, in pesos, as the PSA sets it (the official estimate).

Note/s: 1. [..] - Data not available 2. [*] - Caution must be observed in utilizing the estimate for this HUC due to its small sample size in 2018, 2021, and 2023. 3. [**] - Please note that the estimate with dash (-) does not pertain to absolute zero and does not categorically mean the non-existence of poor population. r1 - Updated 2021 poverty statistics for the national, BARMM and Sulu due to updates in the food prices of Sulu. r2 - Revised 2018 and 2021 poverty statistics of Regions VI and VII due to the creation of the Negros Island Region based on Executive Order (EO) No. 183. 1/ - significant change; The increase or decrease in the poverty incidence among population between 2018 and 2021 is significant at 5% level of significance (_ = 0.05). 2/ - significant change; The increase or decrease in the poverty incidence among population between 2021 and 2023 is significant at 5% level of significance (_ = 0.05). 3/ - significant change; The increase or decrease in the poverty incidence among population between 2018 and 2023 is significant at 5% level of significance (_ = 0.05). 4/ - The 2018 and 2021 estimates still include the 63 barangays from Cotabato and Cotabato City, which are now part of BARMM. 5/ - The 2018 and 2021 estimates still exclude the 63 barangays from Cotabato and Cotabato City, which are now part of BARMM in 2023. Coefficient of variation (CV) and standard error (SE) are measures of precision of the estimates. a/ - Those with CVs higher than 10% in 2018 poverty incidence among population should be used with caution. b/ - Those with CVs higher than 10% in 2021 poverty incidence among population should be used with caution. c/ - Those with CVs higher than 10% in 2023 poverty incidence among population should be used with caution.

The standard deviation of an estimate can be derived by multiplying the poverty incidence and coefficient of variation then divide by 100. 2.
